Omega provides Owners Representation services in the following areas:


Commissioning Authority
Commissioning in its most basic definition assures the owner that the building's systems operate as per the intent of the design scope. Commissioning is a process that consists of functional testing by using a process of verifying that plant and building systems operate and function at a high performance level and as designed.

Today, plants and buildings are becoming more and more complex with many integrated systems that demand close coordination and integration in order to work correctly and efficiently.

Over the past years it has become obvious that a Commissioning Agent is required to address preventable problems that occur due to:

  • Construction trades installing the systems and then relying on equipment suppliers and service technicians to start-up their own individual equipment or systems.
  • Equipment suppliers becoming focused on their own products without considering the larger complete system functionality requirements.
  • Tight schedules and competitive bid-projects putting pressures on construction coordination.
  • Difficulty in finalizing a project and meeting the Owners Project Requirements.


Omega offers the following Commissioning Authority Services for Mechanical, Electrical, Communications and Software Systems:

  • Verify installation of systems in compliance with workmanship standards, contract specifications, code requirements and as built drawing submittals to assure that systems are ready for pre-startup testing and vendor startup.
  • Write startup procedures and checklist to assure conformance with design intent.
  • Review Vendor startup plans, procedures and checklists.
  • Witness pre-start testing and vendor startup of systems to assure that commissioning objectives are met.
  • Verify function of all control, protection, instrumentation and communication systems.
  • Witness vendor training of facility personnel in operation and maintenance procedures.
  • Write facility operation and maintenance procedures to assure compliance with vendor requirements and Integrated System design intent.
  • Write and perform Individual Systems Operational Testing (ISOT) procedures of systems in all modes of operation with facility personnel operating equipment under supervision of the equipment vendor.
  • Write and perform Integrated System Testing (IST) of integrated systems to assure correct operation in all modes under real life conditions.


Owners Agent
Project cost and schedule performance is significantly affected by the ability of the owner to effectively support, monitor and control the activities at any given project phase. Many owners struggle with having the right resources and processes in place to provide this support.

  • Conceptual pre-design services before selection of final design professionals.
  • Project estimating, budgeting & return on investment analysis.
  • Independent and impartial review of the design professionals and Builders/Contractors.
  • Engineering technical review and approval of design professionals specifications and drawings.
  • Writing technical specifications for vendor Request for Quotations (RFQs) assuring compliance with design specifications.
  • Vendor submittal review assuring compliance with specifications and documentation requirements.
  • Leading of pre-award meetings with selected contractors and vendors to establish construction, material delivery and testing schedules.
